FY 26 ECIA Annual Report Now Available

ECIA is a membership-supported organization of local governments across Cedar, Clinton, Delaware, Dubuque, and Jackson counties. Together, we share resources, collaborate on solutions, and work to empower communities while enhancing quality of life throughout the region.

Our programs span five key areas:

• Community Development

• Economic Development

• Housing Assistance

• Transportation & Planning

• Transit

This year, the ECIA Council also approved a new three-year Strategic Plan, built with input from employees, council members, and community partners. The plan highlights six guiding values: collaboration, resiliency, expertise, respect, reliability, and integrity.
