The only file used from this folder SHOULD be the following:

_plugins_toplevel_folder-readme_.txt

error.no-pageContext.jsp
error.no-revizechannel.jsp
include_header.jsp

The goal is to have only test files in this folder so nothing is packaged going forward

As of 03-13-2011, The meat of the last 3 were moved to the setup folder,
given a prefix of "setup_' and the prior versions in the topleve plugins
folder changed to include the setup folder versions.
