ECIA provides transportation planning and technical assistance to ECIA clients. The ECIA transportation and planning staff serve as the Metropolitan Planning Organization (MPO) for the Dubuque urbanized area and Regional Planning Affiliation 8 (RPA) in Iowa. As such, the ECIA transportation planners provide cooperative, comprehensive, and continuing services to organizations and communities including: rural Dubuque County, Jackson, Clinton, and Delaware counties in Iowa as well as to neighboring counties in Illinois and Wisconsin.
