Community Development Block Grant Program (CDBG)
The primary purpose of the Community Cevelopment Block Grant program is the development of communities by providing decent housing and suitable living environments as well as expanding economic opportunities, primarily for persons of low and moderate income. All incorporated cities and all counties in the state of Iowa, except those designated as entitlement areas by the U.S. Department of Housing and Urban Development, are eligible to apply for and receive funds under this program. The population of the applying city/county determines the maximum grant amount.
There are two types of Community Development Block Grants: the community facilities and services fund and the water/sewer fund. ECIA has recently assisted five communities with applications. Andover, Camanche, Clinton, Delaware, and Tipton were awarded a combined total of over 2.4 million dollars toward projects totaling over 5.5 million.
The Community Facilities and Services Fund:
Approximately $5 million in federal CDBG funds is available through an annual competition. The Community Facilities and Services fund provides grants to communities for a variety of projects and activities primarily benefiting low- and moderate-income persons, including day care facilities, senior centers, vocational workshops and other community services.
Water/Sanitary Sewer Fund:
About $11 million in federal CDBG funds is available to cities and counties on an annual competitive basis through the Water/Sewer Fund. Assisted activities include sanitary sewer system improvements, water system improvements, water and wastewater treatment facilities, storm sewer projects related to sanitary sewer system improvements, and rural water connections.
