Enhancing Quality of Life: City Services

  • The Eastern Iowa Regional Utility Service Systems (EIRUSS) is an organization representing Cedar, Clinton, Delaware, Jackson, and Jones Counties. The purpose of EI RUSS is to plan, design, develop, finance ,construct, own, operate and maintain essential facilities and services including, but not limited to, wastewater treatment systems and water systems for and on behalf of the counties, cities and unincorporated areas within those counties.

  • ECIA staff assist member cities in bringing their code of ordinances up to date and recommends that once the Code is up to date that new ordinances and amendments be added annually. This keeps the Code current and is less difficult than reviewing the City Code and making updates every five years.

ECIA also provides the following services to cities in the five county region:




  • Utility Billing and Accounting Systems Services -- Through the development of an accounting template, ECIA enhances the financial capabilities of small cities by downloading the template for their use. The template uses the state-mandated chart of accounts and enables cities to generate budget and financial reports in state-required formats. The software can also be used to generate utility billing invoices.
  • Environmental Assessments -- If you have received state and/or federal funding for construction of a community project or private development, an environmental assessment is required. ECIA has assisted many communities and various private developers with the environmental assessment process. The assessment consists of a public review process designed to disclose information about the potential negative environmental effects of a proposed development and ways to avoid or minimize them before the project is permitted and built.
  • Building Inspections -- ECIA provides inspections for building, electrical, and mechanical codes to assist cities in ensuring quality construction standards are being met.
  • ECIA Data Center -- ECIA is a U.S. Census Depository. In this capacity, the agency maintains and distributes census information and other documentation issued by both the state and federal governments.
